Can I get a sign for my business?Yes, however, you will need to obtain a sign permit from the City of Rocklin’s Planning Division 916.625.5160. Most signs also require a permit from the Building Division. Please call 916.625.5120 to determine if a building permit is also required for your sign.
Each shopping center has its own rules on the type of sign permitted (illuminated, non-illuminated, halo-lit, etc.), so consult your landlord on any special sign criteria they might have.
You are also permitted to display temporary banners over your business for a maximum of 90 days in a calendar year (January 1 through December 31). You will need to obtain a sign permit from the Planning Division prior to displaying the banner. Please contact Planning at 916.625.5160.

What is a certificate of occupancy?A certificate of occupancy is an approval from the City of Rocklin’s Community Development Department stating that the building or tenant space is suitable to be occupied by the incoming tenant. The City is checking to see if the use of the building will conform to Building and Zoning codes.

What is a conditional use permit?A Conditional Use Permit (CUP) is needed when a proposed land use potentially can be located on a property, but further review is required by the City and requires approval from the Planning Commission.
CUPs are required for uses that potentially could have an adverse impact on the existing neighborhood. An example would be a senior assisted living facility being located adjacent to a single-family residential neighborhood. I want to hold an outdoor/open-air event... do I need a permit?Yes. All outdoor events or tent sales require the approval of a Special Event Use Permit. The review process takes 4 to 5 weeks before approval. To obtain a permit, contact the City of Rocklin Planning Division at 916.625.5160.

Do I need a permit to film in the city?Yes. The Planning Division coordinates issuance of Film Permits using City of Rocklin property in the City of Rocklin. Filming includes staging, shooting, filming, videotaping, photographing for commercial and non-theatrical productions. Filming for the purposes of reporting on events or persons that are in the news for print publications, television, cable and other news media is excluded.
The City’s Municipal Code Chapter 12.32 governs Filming Activities in the City of Rocklin. There is a film permit fee plus fees charged for actual costs incurred by the city for providing employees; equipment rental; facilities rental; utilities; and similar costs.

Do I need a permit for my business sign?The City of Rocklin's zoning ordinance requires all signs, permanent and temporary, be permitted by the Planning Division.

How do I apply for a building permit?Permit applications and forms are available either on our website at Permits, Forms, and Plan Checks or at the Building Division located on the first floor of the City of Rocklin Administration Building at 3970 Rocklin Road, Rocklin, CA 95677. To process permits, please arrive prior to 4:30pm, Monday through Friday (excluding holidays).

Can building permits be obtained over the fax machine?Unfortunately we are not able to process permits by fax due to legibility and signature issues. However, all projects can be submitted in person at the Building Division.

What residential building permit projects can be submitted and issued over the counter?Over the counter residential permits are permits that are often issued upon permit application. These types of permits are limited to two (2) per visit. The following types of permits can normally be issued over the counter:
- Residential Re-roofing (non-tile or non-metal only)
- Residential Water Heater replacements (storage tank, like for like only)
- Residential HVAC (heating, ventilation, and air conditioning) replacements (like for like only)
- Residential Electrical Service Upgrades

What type of information and documentation is required for building permits that require a plan review and how long does it take to get plans reviewed?Information and documentation required for permit submittals vary depending on the project. Please visit our Permits, Forms, and Plan Checks page for detailed information by project. If you do not find your project listed, please contact the Building Division at 916.625.5120 for information.
The best way to achieve a quick plan check is to assure the plans are complete, accurate, and correctly describe the project. Typically, for projects submitted into Plan Check our goal for simpler projects is 5 to 10 business days for the first review and for more complex projects, 10 to 15 business days. As for re-submittals, our goal is approximately 5 business days. These timeframes may vary due to the volume of submittals. When submitting your project, please ask for an estimate of the current turnaround times.

How will I know when my building permit plan check is complete?Once all departments and applicable agencies approve the project, you will receive notification from the Building Division.

How much do building permits cost and when are the fees due?Permit fees are based on a combination of project valuation, building size, and a fixed rate schedule.
New single family residences, new commercial buildings, and commercial tenant improvements (over $50,000 in value) require a plan check deposit. Please call the Building Division at 916.625.5120 for deposit amounts.
Final fees due for all projects will be collected when the permit is ready for issuance. This directory also includes fee schedules for some of the agencies; however, we encourage you to contact the agency directly for a copy of their most current fee schedule and to determine if there have been any applicable fee increases or changes.

Once my building permit has been issued, how do I schedule an inspection?Before covering any work that requires an inspection, you can request an inspection two ways, either by phone voicemail system or by fax. Requests before 6:00 a.m., Monday through Friday (excluding holidays) will be eligible for inspections that same day. The inspection recorder line is 916.625.5136 . Can I request a specific time for my building permit inspection?The Building Division will try to honor all requests for morning inspections, but may not be able to honor afternoon inspections. Who is responsible for making sure that the proper building permit inspections are performed?The property owner is ultimately responsible for ensuring that inspections are performed. Some contractors will arrange the inspections for the property owner. If you are using a contractor, you should consult with he or she to clarify who will call for inspections as needed.

How do I get the required final inspection approval for my building permit?When all inspections have been completed and your permit job card has been signed, call for a final inspection. If the final inspection is approved, the inspector will sign or "final" the permit job card. Keep this permit job card and any documents or plans related to the project in a safe place. If you sell or refinance your home, you will be able to demonstrate that permits were obtained, inspections were performed, and that the project was given a final inspection.

Can my building permit expire?Yes, under certain conditions. When your project is complete, do not forget to call in for the final inspection.
Generally, issued building permits are valid if the building or work authorized by a permit is started within 180 days from the date of permit issuance. If you stop work for more than 180 days your permit may expire. If you run out of time, before the permit expires, you may submit a written request for a one-time extension.

How do I get information regarding licensed contractors?The State of California Contractors Licensing Board licenses and regulates contractors in 43 classifications that constitute the construction industry throughout the State of California. You may visit their website at www.cslb.ca.gov for more information. Always confirm that you are dealing with a contractor who is licensed and in good standing with the licensing board. It is common place to ask contractors for their license number and references. Also make sure that anyone working on your property is covered by Workers' Compensation Insurance.
