The City of Rocklin is partnering with Placer County to provide permits and inspections in conjunction with the mPower Program. mPower is a financing program offered through the Treasurer-Tax Collector's office which helps Placer County homeowners and small businesses finance low-interest loans for energy and water efficiency improvements. These improvements can lower energy costs, improve property values and enhance the environment.
The financed amount is amortized and the annual amount due is added to the owner’s property tax bill each year until paid in full. If the property is sold, the unpaid amount stays on the property tax bill and the new owner assumes payment of the balance on the property tax bill each year.
With this new energy efficiency loan program, property owners can apply for a loan for energy efficient measures that are permanently attached to the property, including:
- photovoltaic (solar) panels
- high efficiency heating and air conditioning systems
- efficient pool pumps,
- windows,
- and much more
All improvements are subject to either a building permit or validation inspection for non-permitted improvements from the city or county building department where the improvements are being installed.
Placer County is offering seminars regarding this new program. Visit Placer County's mPower Website to learn about available seminars in your area.
