Ricky Horst City Manager

Ricky Horst possesses 21 years of successful management and leadership experience in the field of public administration with 17 years of service in the position of City Manager.

Horst came to Rocklin in February 2011 from Ocala, Florida. He has an Arts degree in Music Education from Okaloosa Walton Community College, a BS degree in Recreation Management and Youth Leadership; and a MA degree in Recreation Management and Community Resource Development from Brigham Young University. He completed course work toward a Master in Public Administration degree at Troy State University. Horst is a credentialed City Manager, certified with ICMA.
