The Building Division services include building permits & plan checks, building inspections, building reports and statistics, development activity, and fee schedules.

Over-the-Counter Permit Hours*

Over-the-counter permits are only simple permits such as residential water heater replacements, residential reroofs, and residential HVAC change outs. Information for permits must be complete to process over-the-counter. See specific permit types for more information.

Please note that over-the-counter permits are limited to two permits per visit, per customer. Larger quantities will need to be submitted during "Plan Submittal Hours" (as shown below) and will require at least one-business day to process. We thank you in advance for your understanding.

*General customer service and phone coverage are offered Monday through Thursday from 8:00 a.m. to 4:00 p.m. with limited counter service from 12:00 to 1:00 p.m and Fridays from 8:00 a.m. to 12:00 p.m.

Rocklin Participates in the PASS Program

News ImageThe PASS program provides a more efficient and effective plan review process by implementing a clear and concise set of standards for document content and organization. Implementation of this program requires only minor adjustments for both public and private sector in their internal processes. It is completely voluntary.

The Program provides significant benefits in time and money savings for the Jurisdiction, Design Professionals, and the Development and Construction community. The public benefits from increased investment in high performance buildings and spaces that meet current high standards for energy savings, sustainability, and design. New State Code (Effective January 1, 2014)

All new permit submittals received on or after January 1, 2014 will be required to meet the new 2013 California Building Standards Codes which are based on the International Building Codes.

The adopted text for the new code may be viewed at the California Building Standards Commission's website under the "2013 Triennial Edition (effective January 1, 2014)" link.

Notice of Policy and Procedural Changes

The City of Rocklin implemented policy and procedural changes, effective December 3, 2013, in order to save both staff and applicants time throughout the development process. These new policies focus on several critical areas in the developer/city interface when processing projects.
